If deliberately making noise (run-stomping, dropping and dragging furniture and/or other heavy items on uncarpeted floors, slam-shutting doors and drawers, opening and closing the balcony door several times an hour, etc.) during "quiet hours" every night for more than six months isn't "behaving in a loud or obnoxious manner", then what is?
